The Cleveland Browns were one of the interested parties, as general manager Ray Farmer attempted to reunite Cousins with offensive coordinator Kyle Shanahan.
CBS Sports' Jason La Canfora reports the Browns were rebuffed in their offer of a fourth-round pick in exchange for Cousins.
Former Redskins tight end and current WTEM-AM Washington radio broadcaster Chris Cooley corroborates La Canfora's account, adding that Allen would "absolutely" have pulled the trigger had the Browns upped the offer to a second-round pick.
Those phone calls presumably occurred before the Browns traded up for Johnny Manziel at No. 22 overall.
With Shanahan set to tutor Manziel in Cleveland, Cousins has missed out on his best opportunity to get out from under RGIII's shadow in the nation's capital.

Just a quick thought, I wouldn't have given up a 2nd and they wouldn't 'take a 4th.. Oh well, we apparently tried and it didn't work..
Question, would any of you give up Hoyer for a 4th rounder?

I'd give up Hoyer for a 2nd rounder easily. We could have gotten Marqise Lee or Jordan Matthews for him

I hit on a supermodel and she rebuffed but said if I were better looking she would have said yes.
As to the Hoyer question: probably not for a 4th and yes to a 2nd. I would probably take a 3rd. If after OTAs Manziel looks like the starter and the FO is comfortable with Thigpin and Shaw I would move Hoyer for a 4th. Especially if a team loses its starter in camp.

I am extremely pleased that this didn't happen. I am also shocked that the Redskins didn't take the fourth. Isn't their hope that Cousins never plays? Also, they have Colt McCoy, he is a pretty good backup.
Thank you Bruce Allen for your unreasonably high asking price. It saved us from getting a mediocre QB.

I don't imagine that they want any compensation less than that. a 3rd or 2nd would make them happy/.

Where he was drafted no longer has relevance to his value. He only has two years left on his contract and has either showed nothing or been bad.

Per NFL.com he was the # 102 pick which is the 7th pick of round 4. In looking up his exact draft spot I saw his stats. Same link: 2013 = 4 td's, 7 int's, 854 yrds, 58.4 QbR http://www.nfl.com/player/kirkcousins/2532820/draft

Agreed. Second for Hoyer might be tempting to some, but we could be better already. Hoyer plays well, value in trade goes up, we have better bait. I want some stability. Glad this didn't happen. More than enough variables at QB at present. I had a dream: We go into a draft and a season with a clear starting QB, no QB controversy, and no screaming need to draft That Guy for franchise QB. It was a beautiful thing. Then the board collapsed for a total lack of QB threads. Just kidding. Here we go Brownies!

I really, honestly think that the Browns brain trust wasn't convinced that any QB in the draft is "the guy". I really wonder just how much they liked any QB available in this draft. The answer I hear echoing back is ...... not that much. They took Manziel, as somewhat of a flyer ..... but not necessarily as a sure thing.
Farmer did also put them in position to be able to trade up and draft a QB high next year, if necessary.
I think that they might have passed on a QB in this draft if they could have added another veteran they liked.
