Obamacare Call Center Will Not Offer Healthcare Benefits to Employees

In order to ensure Americans understand how to access the benefits available to them when many provisions of the Affordable Care Act go online October 1, the Obama administration announced (NY Times link) last month that it is setting up a call center that will be accessible to Americans 24 hours a day.

One branch of that call center will be located in California’s Contra Costa County, where, reportedly, 7,000 people applied for the 204 jobs (Contra Costa Times link). According to the Contra Costa Times, however, “about half the jobs are part-time, with no health benefits — a stinging disappointment to workers and local politicians who believed the positions would be full-time.” The county supervisor, Karen Mitchoff, called the hiring process “a comedy of errors” and said she “never dreamed [the jobs] would be part-time.”

The Times indicates that a job posting advertised all of the jobs as full-time, and one call center employee, who said no reason for the apparent change was provided, told the paper, ”It reminded me of that George Clooney movie where he goes around the country firing people (‘Up in the Air’). The woman said, ‘I know you were led to believe you would be full-time, but things have changed…You are actually ‘part-time intermittent.’”

The Contra Costa employees are currently in training, and the call center — one of three based in California — is set to go live on October 1.

Obamacare doesn't call for benefits for parttime employees. it doesn't require any employer to offer parttime employees benefits. Why should a call center for the federal government be any different. What it's a call center for doesn't or shouldn't matter.

Now, the part about advertising and telling people that these are full time jobs then telling them, whoops, we changed our minds, they will be parttime/intermittent jobs is tacky, irresponsible and unprofessional. But changing the status of a job is not illegal if you treat everyone equally.

But don't you find it odd that such a call center would only have half of it's employees as 'full-time'?

Also, despite their 'part-time' status, those employees will still have to get health insurance on their own or pay a fine.

I didn't think that was the point, I took the point of not offering benefits was the point. That part is perfectly legit,

I do believe as I stated, that advertising one thing and offering something else is misleading and wrong.

But, having said that, I can't tell you how many times, as a hiring manager, I had thought the job I was trying to fill was one thing only to come to the conclusion that I really wanted something else. in other words, I changed my mind about what I was looking for.

I think that's perfectly legit also, Changing a job from Full time to Part time, that doesn't sound right to me. But could very well be legit as well. It all depends on why you did it. If you changed them to part time to skirt Obamacare, it won't work. They look at FTE's. so it's possible to have all part time employees and still have to provide benefits.

No, I don't find that odd at all. Many call centers have a mix of full and part time employees. Not sure what that has to do with it.

As for the part time status and if they'll have to have health insurance, yeah, I think that's right. But what's that got to do with this particular job.

If I own a diner and I have half full time and half part time employees, would anyone write an article about it? I don't think they would.

So what this is really about is that it's a call center to describe benefit plans to people and that it involved anything to do with Obamacare,, thus, it's suddenly newsworthy.

Because those are call centers by private companies. This one is a government bureaucracy.

I am sure this will all be sorted out when Obama appoints himself Supreme Monarch. Then the Obamacare and IRS problems will be solved when he demands a flat tax of 50%.

The fine is only applicable to employees who work 30 or more hours per week. So even if you have over 50 FTEs, you are not subject to the fine for any employee who works less than 30. So if you have 500 employees all working less than 30 hours per week, you may be subject to the fine, but you wouldn't have to pay anything. That's the point all these large companies are making by dropping their employees below 30 hours per week.

Did I explain that well enough? Again, I am health insurance broker who has helped my clients and prospects analyze this exact issue by creating a 'Pay or Play' analysis for them.

I knew about the 30 hours per week. That was clear and that's the cut off for what is considered full time or part time.

As for FTE's, I'm not 100% sure of how the formula works and no, I don't think I understood what you were trying to explain. Maybe it's my headspace today. Not sure, I'm kinda relaxing.

The 50 FTEs requirement is what triggers whether or not your company is of the size that would be subject to the fine. However, you only will pay the fine for employees you don't offer minimum level, or affordable, coverage to who work 30 or more hours per week. So you could be a sizable company who has triggered the fines, but not subject to pay any fines because non of your employees work 30 or more hours per week.

Is that clearer?

I think Phil Nickelson would prefer to pay only 50% on his golf earnings.

Add up all the taxes that you pay, income taxes and other payroll deductions, property taxes, school taxes, sales taxes, etc. You'd be surprised how much you're paying in taxes.

So, in other words, this gov't. call center, which will exist to answer health care requirement questions.............this gov't. call center is doing exactly what this gov't. originally told us private businesses wouldn't do - i.e. make people part time to avoid having to pay benefits.

I argued this same point over and over and over again, and was told that I was absolutely and completely out of my mind, and that companied would never do that, despite evidence that it was already starting.

I have said this many times, but I am so glad that I don't have any kids, because I would never be able to sleep seeing the direction of this country, and the mess we are going to leave to them in the future.

I really don't think it's a leach/producer issue so much as it is the number of people who investigate and make decisions off everything they see falls drastically short of the people on both platforms who accept what they hear/see the first time (regardless of source).

You act surprised that part time employees have never had to get health insurance on their own.

Atleast now many part time workers can afford to get health insurance on their own and not use the emergency rooms in hospitals as a freebie. And those that still use the emergency rooms in hospitals as a freebie will have to pay a tax for doing so.

Seems like many of the extremists on the right would like to see all these freeloaders asking for handouts at hospitals pay for it in the way of tax (penalty whatever). Or is it because their afraid it may work and prove them all wrong?

When the government hired part time employees they ususally did it through Temp Services. One of the companies I worked for had the Post Office contract, we had thousand of folks working there and no, they didn't get Vacation, Holiday pay and no medical benefits. None.

It's not unusual at all for part time employees to have to find another way to get health insurance. been like that forever.
