This looks like the move to bring Cooper up, although not officially announced (yet).
Browns assigned WR Jordan Norwood (foot) the "designated for return" tag on injured reserve.
Norwood can't resume practicing for six weeks, and won't be eligible to return for eight weeks. It's an extremely ill-timed blow for a player who had recently locked down slot duties and caught a career-high nine passes in Week 5. It also means rookie Brandon Weeden will have one less security blanket over the middle. Although Norwood should play again this season, he's not worth holding onto in PPR leagues. It's unclear whom the Browns will install in the slot.

man, that just sucks. he finally got a chance and came through pretty well.
well, next man up is Cooper. hopefully, he can provide the same.

Cooper has two things going for him that everyone else is lacking and that trust and chemistry. Simple as that.

He's got one huge negative against him - as pathetic as our WR corps is, he hasn't been able to crack the lineup until half of them were wiped out by injury.

Actually, I think that he'll be OK. He's going to take Norwood's role in the slot, and he's well suited for that role.

not necessarily.. he is the only one who could be placed on the PS and not be scooped up by another team.
Cooper will do well I think.. I"m just hoping Weeden doesn't force things to him to try and make him a superstar....

Small, slow, so-so hands... I don't see him being much of a factor. He's basically a warm body at WR.

Can Deshaun Watson play better for the Browns, than Baker Mayfield would have? ... Now the Games count.

Wide receiver Josh Cooper has been promoted to the active roster, the team announced Friday evening.
The Cleveland Browns elevated rookie wide receiver Josh Cooper to the 53-man active roster from the practice squad on Friday night.
An undrafted free-agent signee of the Browns back in May, Cooper spent the first five weeks of the season on the practice squad after being waived in August, following the completion of training camp.
“I’d be real excited,” Cooper said earlier in the week. “I’ve been preparing well out there, so if it does happen, I’ll be ready to go. It’s hard to practice and not be able to play in the game. You’re used to getting that treat at the end of the week, to go out there and actually play, so it’s been tough. Hopefully, this is the week to turn it around.
“I feel really prepared and I’ve been working with the offense a little bit. I understand the game plan, so it’d be great to be able to go out there and play.”
During his post-practice press conference on Friday, Browns coach Pat Shurmur said Cooper “has had a good week of practice” and compared the first-year professional to fellow Browns wide receiver, Jordan Norwood.
“I thought he’s been a guy that’s steadily improved since he’s been here and he practiced well this week,” Shurmur said of Cooper. “I think they set themselves apart as slot receivers. They’re quick and they find a way to wiggle free.”
At Oklahoma State University, Cooper caught 161 passes for 1,696 yards and 11 touchdowns. He was second on the team with 71 receptions and 716 yards during his senior season.
“I’m more of an inside, possession receiver,” Cooper said. “That’s how I look at it. I’m a route-runner. I’m a possession guy, so, hopefully, I’ll make those tough catches and get first downs.”
During the preseason, Cooper caught four passes for 41 yards, including a long reception of 17 yards. He averaged 10.3 yards per reception and worked with one of his teammates from Oklahoma State, Browns rookie quarterback Brandon Weeden.
“He knows where I’m going to be and he knows I’ll be in the right spot for him, so we work well together,” Cooper said. “Just being out here a little bit, we’ve developed more and it keeps growing. I think it can carry over. He depends on me and I’ll be in the right spot for him.”
Weeden and Cooper formulated that chemistry together on Oklahoma State’s scout team early in their collegiate careers. Now, being on the same professional team is beyond what Cooper thought would happen to Weeden and him.
“It’s unbelievable,” Cooper said. “It’s something you don’t really see happen too much with other players and it’d be nice to get to do that.” linky-doodle

At least Cooper and Weedon have some familiarity with each other.

Cooper and Weeden together again may spark this offense some. I get a feeling that there wont be much of a drop off at all from Norwood to Cooper. Mark it down.
Chemistry will make up for the lack of experience that Norwood has had...

I actually think that Cooper can be a spark. he looked good in the pre-season, and I suspect that his experience with Weeden will be a major positive. It is a shame that Norwood is hurt, because I think that he was starting to come into his own, but I think that Cooper can do a great job in his own right.
