THE FOLLOWING MESSAGE IS TRANSMITTED AT THE REQUEST OF THE
CAPCONPUBLICGW.

THIS IS A MESSAGE FROM CONTRA COSTA HEALTH SERVICES. THERE IS AN
EMERGENCY AT CHEVRON REFINERY.

RESIDENTS IN RICHMOND. NORTH RICHMOND AND SAN PABLO. ARE ADVISED
TO SHELTER IN PLACE. GO INSIDE. CLOSE ALL WINDOWS AND DOORS. TURN
OFF ALL HEATERS. AIR CONDITIONERS AND FANS. IF NOT USING THE
FIREPLACE. CLOSE FIREPLACE DAMPERS AND VENTS. AND COVER CRACKS
AROUND DOORS AND WINDOWS WITH TAPE OR DAMPED TOWELS. MEDIA NEWS
NETWORKS WILL CONTINUE TO CARRY UPDATED EMERGENCY INFORMATION.
STAY OFF THE TELEPHONE UNLESS YOU HAVE A LIFE THREATENING

Updated at 11:11 p.m. ET: A fire erupted at 6:15 p.m. Monday night at one of the processing units at the Chevron refinery in Richmond, Calif., the oil company said in a statement.
A "level 3" shelter in place order was issued, NBCBayArea.com reported. Residents in Richmond, North Richmond and San Pablo were advised to go indoors and close all windows and doors.

No evacuation or injuries were immediately reported, NBCBayArea.com said.

All employees were safely accounted for and no injuries were reported, according to a statement from Chevron media relations.
BART rapid transit service stopped service in the Richmond area, NBCBayArea.com reported.
The 1,200 employee plant has a 245,271-barrel-per-day capacity, Reuters reported.
Reuters described the burning unit as a crude distillation unit, which does the initial refining of crude oil coming into a refinery and provides feedstock for all other units at the refinery.
Chevron has its own fire department with 60 firefighters, which is on site, NBCBayArea.com reported. Surrounding local departments and haz-mat teams are also on site assisting.
Chevron said it did not have details about the cause of the incident.
In 2006, an explosion at the plant sent hundreds of people to the hospital. There also incidents in 1999, and 2007.
