You can't hit the QB high, you can't hit the QB in the legs, and you can't land on top of them. I have seen 3 preseason games this year where roughing the passer penalties have been called and it was crap! Why don't they put a tutu on the QBs and call it 2 hand touch? How the hell are you supposed to sack the QB? I have a feeling this will be an area of extreme frustration throughout the year, as roughing the passer penalties will always be called at critical times in the game, subjectively affecting the outcomes .
One QB the refs did NOT care about was Charlie Frye.. I remember him getting tossed around like a rag doll, and STILL no flag.. I felt sorry for him. lol.
The NFL needs to implement a running into the QB flag (to go along with the roughing flag). It would make the accidental or minor bumps have less impact on the actual game. I remember reading they looked at adding this last season and then chose to keep the current system (if Tom Brady wasn't injured it might have been added in my opinion).
As far as the refs go, they are doing their job and following the rules set forth by the NFL competition committee. Of course, some are called a little tight and others are a little loose.....but on average, they call it by the book.
I'm glad they took the "skirts" off WR's and giving them free access to the sideline. I couldn't stand how DB's weren't allowed to hit a WR catching a ball and keeping their feet in. If you can plant the WR in the middle to prevent him from catching the ball....they should be free to do that anywhere else on the field. And if I recall, it didn't really change the game last season. So.....they do make improvements from time to time. We'll just have to wait on the QB one.

1. Quarterbacks shall wear pink helmets and jerseys so the defenders know they are girls and not to hit them.
2. Referees will now carry special hygiene-appropriate scented flags to throw on these penalties in order to reflect the spirit of the rules. also as a part of the flag throwing motion the official will skip or hop.

that goes against the natural progression of the NFL, which is to be more black and white and take all cause for rational thought away from the refs. Like the face mask penalty where you used to have a major and a minor and now don't because it was too "subjective"... I could see Manning and Brady getting all 15 yarders while lesser QBs get a bunch of 5 yarders...
