I believe you need to start on the PUP list before camp starts. You can't go on once you enter camp.

You can go on the PUP list ..... but you cannot have practiced with the team in training camp.
I still think that there was a disagreement with the severity of his injury, and the Browns didn't want to risk him playing with the shoulder ... and he felt that it wouldn't be a problem.

thats a bummer for us.
But i think its a fail-safe for rookies because they could easily be stashed on the IR to like red-shirt em, which is not fair to the players.

Yeah Jags claimed him...now for those who know or who can surf the internet better than I.
Does he now have to make the Jags 53 man roster or else revert back to us???
I know we wanted him...hope we get our hands on him later as in when the Jags Waive him - cut day to put him on their practice squad - we claim him

I am struggling to find this answer on the internet. Does anyone know this answer?
If we couldn't just place him on the IR, wouldn't it make sense that he has to be added to the Jags active roster?

As I understand it .... there is a firm roster size at this point in camp, and all players count against that roster, whether on IR or not. The Browns decided to try and get Carey through waivers so they could remove him from the active roster, and get another player into camp. If he had cleared waivers, he would have gone on the Browns IR immediately, and would not have counted against the overall camp roster. The Jags could claim him and put him on their IR ... but then they could only have 1 less than the maximum roster in camp because Carey would still count against the overall roster. At least, that's how I now understand it.

not sure if this helps, but it's from Mangini's presser:
(On if he was disappointed Don Carey was claimed by the Jaguars) -- "Don has a long way to go before he's going to be able to play any football and you have to make distinctions there, whether you put him on IR, whether you waive him injured. One creates a roster spot right away. One doesn't create a roster spot for some time. Statistically, those guys don't get claimed. Sometimes it happens, sometimes it doesn't. You make the decision and you move forward. He does have quite some time before he'll see the field again."
(On why they did not put Carey on Injured Reserve) -- "It doesn't create a roster spot. You're still at 80, until a designated time period, where then it reverts back to a roster spot, which was quite a bit of time away."
(On if he was disappointed to lose a draft pick before getting to see what he can do) -- "It's like anything else. You have to go through and look at the probabilities of things happening. Don is a really good kid and I enjoyed being with him and working with him. I got to know him a little bit. We didn't really get to see him on the field as much as we would have liked to. I wish him well."

I kind of like what Mangini has done with this really...Its a tough break that Carey is now a part of the Jaguars...but...
He wants live competition, and he wants someone who is going to be able to help immediately, and is showing that at this point in time, he doesnt have the luxury of waiting on someone who is injured. While this somewhat stinks because we drafted him, and he didnt clear waivers....it does free up a roster spot for someone who very well may be able to help us more immediately.
It also gives guys like Blake Costanzo, Titus Brown, Coye Francies, Rod Hood, Hank Poteat, and other guys a better chance to make the roster.

Grateful and YTown - thanks for the input. It's tough to argue with Mangini to hold a roster spot for a guy for 5 weeks. Hate to lose him like that, but I guess the Jags are willing to do it.

This smells like the Jags broke an unwritten rule / Gentlemen's agreement by signing Carey.
Sounds like Mangini is disappointed but not totally surprised.
I'm sure this kind of thing has happened before...but for a sixth-round pick from a small school...fishy. Time to turn in the Jags to the White House.

Another source told Grossi that the Browns should have sucked it up and gone with 79 players on their training camp roster and waited until the first roster cuts when they could have put Carey on injured reserve without passing him through waivers.
