SACRAMENTO — Gov. Gavin Newsom signed a bill on Monday that prohibits mandating that teachers notify families about student gender identity changes, capping a yearlong battle between conservative school boards concerned about parental rights and LGBTQ+ activists worried about vulnerable youths.
The new law shields teachers from retaliation for supporting transgender student rights and prohibits K-12 “forced disclosure” rules. It comes in response to school board decisions in some red pockets of California to notify parents if their child changes their name or pronouns, or if students request to use facilities or participate in programs that don’t match their gender on official records.

The bill would also require the California Department of Education to offer resources to parents and students about how to “manage conversations about gender and identity privately.”

Attempts at gender notification policies, including in school districts in Chino Valley and Temecula, have triggered lawsuits over student privacy rights and have drawn the ire of California Atty. Gen. Rob Bonta, who said they could cause “imminent, irreparable harm” to LGBTQ+ young people who may not feel safe coming out at home.

Since 2020, eight states, including Indiana and Tennessee, have passed school gender notification policies, according to the Movement Advancement Project. California is the first to outlaw such policies at the local level.

The Democratic-controlled state Legislature passed AB 1955 last month after a fiery debate LGBTQ+ Democrats had with Republicans who alleged the policy aimed to drive a wedge between parents and their children and was a governmental overstep.

Assemblymember Chris Ward (D-San Diego), who authored the bill, said that teachers are not meant to be “the gender police” and that the new law does not intrude on the parent-child relationship.

“Politically motivated attacks on the rights, safety, and dignity of transgender, nonbinary, and other LGBTQ+ youth are on the rise nationwide, including in California,” Ward said in a statement. “As a parent, I urge all parents to talk to their children, listen to them, and love them unconditionally for who they are.”

One of the opponents of the legislation said it stripped authority from locally elected school officials and took away the ability of parents to stay informed about their kid’s education and well-being.

“AB 1955 is an outrageous attempt to keep parents in the dark while schools indoctrinate kids with radical gender ideology,” said Harmeet Dhillon, chief executive and founder of the Center for American Liberty.

This is not the first time that Newsom has waded into local school affairs.

Last year, he signed a law that fines school districts that ban textbooks portraying LGBTQ+ people and other historically marginalized groups. The legislation came after Newsom went head to head with a conservative school board in Riverside County over opposition to lessons portraying gay rights icon and slain San Francisco politician Harvey Milk.

Parents have gone as far as punishing their children and even send them to religious conversion therapy camps just for being who they are. It seems as though you think it's the schools job to call and report anything and everything a student does or says in their schools that you don't approve of. At some point children need to have somewhere they can feel safe being who they are.

How would Pitdawg feel about his children’s school hiding information from him that affect his child’s emotional, physical, and mental well being? Do you think the school knows better than Pitdawg?

They should from parents who want to torture the gay out of their kids or when the kids fear actual physical harm… but otherwise we mostly agree. But I think a parent’s rights end when the mental or physical health of the child is in jeopardy at their hands. And this is what all the far right’s LGBTQ hate is doing to these kids. They fear for their lives like they live under the taliban around and due to MAGA madness.

Typical lefty knee jerk response.....let's put up a smokescreen to prevent parents from identifying, and helping their children work thru, gender identity issues. PitDAWG expects educators to educate. That's their job. I don't in any way believe it's the responsibility of educators to report everything my child, reads, says, does, feels or identifies as, is in their job description. Teachers were hired to teach, not be spies for the parents. If you don't have a good enough relationship with your child that they can be honest and straight forward with you, that's a you problem and not the responsibility of the teachers.

And where does it end? Should teachers be required to report to you if they hang out with what you consider undesirable people? What if they are hanging out with some students that are LGBTQ? On no! They're hanging out with atheists! Why didn't the teachers tell me!? At what point do you think it's not the responsibility of teachers to report what your children are doing?

Teachers get hired to teach. Not be a parental spy network. If their grades are dropping or they are having problems in the classroom, reporting that is a teachers job. It isn't their job to help you be a parent.

If your child has come to grips with who they are as a person, at that point you would be the one struggling with it, not them.

What if the problem is the parent?

People keep forgetting that there a so many kids who are absolutely terrified of going back home, never mind telling their parents about anything going on in their lives. Some of y’all need to remember that kids are abused at home all the time, and I can get why schools don’t say anything, cause then the kids come back the next day with bruises.

I get everybody wants to act like they’re the best parents ever. But somebody’s parents sure as hell ain’t, or this wouldn’t be an issue.

Yep.

And look, I get it from the other perspective. If your kid is going through some issues, of course the parent wants to know about these things. But reading the articles on this, it’s basically saying if your kid has a nickname or goes by something else at school, the school isn’t required to tell the parents.

Parents should be asking themselves why their own kids don’t trust them? Cause it isn’t the schools coming up with the new identities or nicknames; it’s the kids and their friends.

It's opening the door to everything.

Just like when one state mandated posting the ten commandments in all classrooms, shortly thereafter another state mandated the Bible be taught in history classes. You know exactly how this all works.

So it's only logical after watching that, one has to ask at what point will the right push as to what teachers should be reporting to the parents?

All children are now officially wards of that state, with merely the cost of raising them being footed by the parents while the only power the parents have over the state is to move away from it (which I encourage).

Look, if your idea of parenting is pryin’ into your child’s personal identity like a nosy neighbor, then maybe you need to take a step back and let the young’uns figure themselves out without all that “Big Brother” nonsense.

Now, I know some folks down here in the south might be scratching their heads, wonderin’ what’s goin’ on over there in California. Well, I’ll tell ya—this is what progress looks like. It’s high time we stopped actin’ like a child’s gender identity is a family secret that needs to be handled with the subtlety of a wrecking ball. We’re talkin’ about young people tryin’ to live their truth, not a scandal on the front page of the weekly gazette!

To those conservative parents clutchin’ their pearls and hollerin’ about parental rights, I’ve got news for ya. Parental rights don’t mean you get to rule over your child like some kind of tyrant. These kids need love and support, not judgment and intrusion. If your child can’t trust you enough to share their true self, that’s a you problem, not a them problem. Maybe instead of demanding school reports on every pronoun change, try havin’ an open, honest conversation with your kids. Who knows, you might learn a thing or two!

And let’s not even get started on those school boards with their “gender police” tactics. Y’all got bigger fish to fry than worryin’ about who’s using which bathroom. Maybe focus on gettin’ those test scores up or fixin’ the school lunch menu instead of playin’ detective with your students’ personal lives.

So here’s to Gov. Newsom and Assemblymember Chris Ward for pushin’ this bill through. It’s a big ol’ middle finger to those who want to keep draggin’ us back to the Dark Ages. If we’re gonna be the land of the free, that freedom better include lettin’ kids be who they are without fear of bein’ outed to their folks before they’re ready.

In the words of a wise southern belle, “Ain’t nobody got time for that!” So let’s saddle up and support our LGBTQ+ youth. They deserve a world where they can be their fabulous selves without worryin’ about whether mom and dad are gonna throw a hissy fit.

And if you’re still not convinced, well, bless your heart, you might just need a big ol’ glass of sweet tea and some serious soul-searchin’.

Well, butter my biscuits and call me a biscuit bandit! Looks like we've got ourselves a Grade-A, all-American misunderstanding here. So let me set the record straight, partner.

First off, let’s not get our britches in a twist. No one’s saying parents should be totally out of the loop about their kids' lives. Good parenting means being involved, supportive, and loving. But let’s remember, there’s a big ol’ difference between being supportive and being a helicopter parent with a search warrant.

Imagine a world where your kid can confide in a teacher or a counselor without fear of being thrown into a family feud. Sometimes, kids need a safe space to figure things out on their own terms before they bring it to the family dinner table. And that doesn’t mean they love or respect their parents any less—it just means they’re human beings who need a bit of privacy while they navigate the wild waters of adolescence.

Now, if you think every tiny detail about your child’s life must be shared with you at all times, you might be missin’ the point of parenting. It ain’t about control; it’s about trust, love, and respect. Your kid ain’t your property—they’re their own person, and sometimes they need to take the scenic route to self-discovery without you ridin’ shotgun.

So maybe instead of throwin’ shade at folks who support kids’ rights to privacy, take a step back and think about how you can create a home environment where your child feels safe enough to share their truth with you willingly. Be their rock, their confidant, their biggest cheerleader, not their warden.

And hey, if procreation’s off the table for folks who believe in a bit of autonomy for kids, then bless your heart, we’d be lookin’ at a pretty lonely world.
