...and so it is. BUT...what if...it is someday determined that a currently banned substance turns out to be THE BEST treatment for certain injuries. Would a court rule that the NFL can refuse a player from receiving the best treatment for his condition?

Such as steroids and cuncussions
It's been shown that men who have suffered multiple concussions tend to have very low testerone counts. This can lead to all kinds of problems such as depression, fatigue etc. Best solution... testosterone replacement therapy..

But to play the game.... I don't see where a court has a say in the matter.
It is not a RIGHT to play in the NFL, and if a substance gives an unfair competitive advantage, it is within the leagues RIGHTS to declare players cannot use it... and the existing system would apply that you are responsible for what is in your body, but you may petition for an exemption.

And if you have a true, valid medical need for a banned substance then you basically have two choices; take it for your health or go play football.
You can appeal for permission, but if the substance is going to give you an artificial advantage it would likely be denied. They'ed probabley tell you to go take care of your body and come back and play when your're healed and clean.
