No it's not, When Jackson fumbled against the Browns his reach forward was pulled back, by him, toward his body, meaning he was nowhere near the goaline with the ball, meaning the Browns fumble recovery by Jabrill Peppers was the real deal

Wherein "Today", we have a case where the player reached over the goal line, and there was no fumble, it was a touchdown for the Chargers,
