What a coincidence.
I’d like to do some travelling before I get too old to enjoy the bustle and I was thinking of asking the board about “cool towns/cities”.
Anyway, back to Quebec City.(pronounced Kah-bek)(by me anyway).
My ex-wife and I went on a winter trip with another couple to Quebec City in 1989 for The Carnival.
Very great trip. One of the best of my life.
Quebec City is known for its annual “Winter Carnival”. It corresponds with Mardi Gras and it is absolutely a blast.
Think crazy Mardi Gras in the snow. It snowed every day we were there (~3 days/nights)
Many different events going on over several days (including the crazy Winter Carnival Parade).
There’s several races including a canoe race in the partially frozen St. Lawrence River.
There’s the massive Ice Castle. The “Roll de Niege” (roll in the snow - we did it in bathing suits)(a jump in a pile of snow while yelling and singing French chants in front of thousands of people). On some streets residents open their homes for people to walk through. (you walk in one door and out another)

“Bon Homme” - the unofficial mascot of Carnival.
It was non-stop partying with lots and lots of fun, happy people.
But Carnival 2018 is over. (It ends Ash Wednesday - just like Mardi Gras)
Back to your post.
I’d greatly recommend staying in the Walled part of the city.
This is like the old part of the city. Very cool. Several blocks of densely packed stores, hotels, bars, restaurants. It’s right near the St Lawrence river. You’re certain to meet many nice people. Your wife will love it. You will too.
When it snows, they have little Bobcats that take out every smidgen of snow from within the wall. There could be three feet of snow. But none within the wall. And everything is short walking distance.
This small part of the city is very old, but very beautiful.
When we went, we stayed within the wall 95% of the time. I don't remember using our car.

Hey, where’s that snow from?
Take a French/English dictionary all locals speak french.
